Richard Ward still refuses to produce any building Qualifications or Qualifications in the built environment (IE Repair of Listed Buildings)

We understand Richard Ward will be working for the SPS (Suffolk Preservation Society) as their director from mid - April 2003. No doubt he does not need any of these professional qualifications to do this job?

       THE COURT STATEMENT BY        RICHARD WARD OF HIS ACTUAL QUALIFICATIONS STATED THAT:

Richard Ward, Senior Conservation Officer at Babergh District Council Claims that he has a Diploma in Town Planning.

He also Claims that he trained at York University Institute of Advanced Architectural Studies with regard to Conservation of the Built Environment.

 He also Claims to have in excess of 20 years first hand practical experience in dealing with the detailed repair of Historical Buildings.

His Qualification Claims

We have checked Richard Wards Qualifications and he does have a Standard Diploma in Town Planning at Leeds Polytechnic, he completed a 3 year part time course in June 1988. Richard Ward’s statement leads you to believe he trained and got his Qualifications at York University!

Richard Ward joined Babergh District Council in Feb 1989.

We have checked with York University, Institute of Advanced Architectural Studies, Historic Buildings Conservation Department, and there is NO RECORD of Richard Ward gaining any Qualification in regards to Conservation of the Built Environment at York University

However, we were told that York University does; short day courses, which are open to the general public on Historical Building Conservation & Repairing Old Buildings on Timber, Stone, Brick/Terracotta, Plaster/Metalwork etc

You gain no qualification, if you do these day courses, and there is no formal record held on who has exactly done what course.

When EXACTLY has Richard Ward Senior Conservation Officer at Babergh District Council gained his Qualifications in “Conservation of the Built Environment” 

We understand he finished at Leeds Polytechnic in June 1988 & started at Babergh District Council in February 1989 ?

Our only Conclusion is

Richard Ward Senior Conservation Officer at Babergh District Council, has a  3 year part time, Town Planning degree.

 Richard Ward has not produced any QUALIFICATIONS in Historical Building Conservation/Restoration or Conservation of the Built Environment at all.

Richard Ward also has not produced any PRACTICAL BUILDING QUALIFICATIONS EITHER. Richard Ward claims to have 20 years first hand practical experience with the repair and maintenance of Historic Buildings. However, Richard Ward has has not produced any QUALIFICATIONS in building at all, he should not be allowed anywhere near a building site or Historical listed buildings.

Richard Ward can you please email us with your Qualifications, which you got when you trained at York University Institute of Advanced Architectural Studies with regard to Conservation of the Built Environment? Also with your 20 years first hand practical experience with the repair and maintenance of Historic Buildings, can you email us with your actual building Qualifications?

Richard, we know you will be reading this, just click on the bottle on the right and tell us where you got your Qualifications, in fact if any body knows where Richard Wards got these Qualifications from email us and we will include them on this website.

We consider we are well with in our rights to enquire into the Qualifications of Richard Ward Senior Conservation Officer at Babergh District Council as he instigated the works, supervised the works, approved the works, and now is trying to deny anything is wrong with the resulting workmanship.

We made a formal complaint to the Chief Executive Mrs Patricia Barnes regarding the lack of information we can get on the Qualifications of Richard Ward Conservation Officer at Babergh District Council her reply was I quote:- I am satisfied that the (court) statement is fair and accurate, and that Mr. Ward has the necessary qualifications, experience, and expertise to perform the duties of his job.

But this still does not answer any of our questions regarding the actual qualifications of Mr Richard Ward Conservation Officer at Babergh District Council, in South Suffolk. I am sure all the Owners of Listed Buildings in South Suffolk, would also like to know these details because :-

Richard Ward Senior Conservation Officer at Babergh District Council in South Suffolk is responsible for commenting on every listed building application in South Suffolk, whether it gets put forward for Consent or Not. Also quality control with regards to building work and workmanship on every Listed Building in South Suffolk.

With more than 4,000 listed buildings in Babergh, South Suffolk, they have one of the largest stocks of listed buildings of any English or Welsh District Council.

These Towns & Villages contain some of the Most Important Listed Buildings in the whole Country, and they are of National Importance in the History of England.

Babergh District Council have employed Richard Ward as Senior Conservation Officer to be custodian of these Nationally Important Listed Buildings

This investigation into Richard Wards Qualifications & Claims have answered a lot of our questions regarding the appalling sub-standard workmanship carried out at Sproughton Water Mill, the answers given for this work, as Richard Ward Senior Conservation Officer at Babergh District Council instigated the works, supervised the works, approved the works, and now is trying to deny anything is wrong with the resulting workmanship.
